On going research given in standardization through technical specifications, forums and papers strongly give the impression that forthcoming 4G networks will consist of diverse set of wireless networks integrated into IP-based networks. Mobility and seamless handover between the networks is one of the key features. Critical services further strengthen the need for continuously availability of the service through one or more access link during the session time of the service (or set of services).
The objective is that mobile user should be able to have a guarantee of the availability and continuity (of a specified set of services) and be warned if the requirements is not met or likely to be violated if she/he proceeds. The main challenge of such a scenario in a multi operator and multi access technology environment is to predict the availability the service that use wireless links by combining the possible access technologies with seamless vertical or horizontal handover for the service continuity.
